In Minnesota about 1 in 100 drivers are jerks (and maybe another 30 are oblivious). This applies outside of cars as well I think. In Florida it's maybe 2 out of 100. This can be seen with loud talking as well. I spend a lot of time in one or another café, like two or so hours every morning. Until they arrived the noise level of the 50 or 80 people will have been fairly low and will return to fairly low after they leave. Or after someone, which is becoming increasingly common, tells them to pipe down. A tiny few making life less pleasant for many.
I definitely found the 2 jerks in Florida during that one 6 AM ride in Destin back in June.
