Sorry to do a little hijacking. Read a NYT story last week about Middle Eastern Refugees using a route from Russia and crossing into Norway near the Arctic Circle. Seems they're not allowed to walk across so they buy bikes in Russia and ride them. When they get to Norway, the bikes are taken from them as they're deemed unsafe. There's a photo of a mountain of taken bikes. Why are they unsafe? Do you have some sort of bicycle inspection system over there?
