Yeah, there's something suspicious (not to say photoshoppy) going on there. You can see where the fender stay is attached to the dropout, but the rear rack has no visible hardware at either seat stay or chain stay, nor even the fender. There's something at the seat tube, but I don't think it's integrated with the water bottle cage.
