I grew up in the Santa Clara Valley, which was overwhelmingly agricultural up until pretty recently in the grand scheme of things. Quite a few of the roads around there were indeed designed by Spanish cows 200 or so years ago. I'm accustomed to that as a baseline. There definitely is an element of post-bovine planning in this area that leaves something to be designed.
Unless, of course, they let the cows set up the timing on the stop lights. That seems fairly likely, come to think of it.
