The fork is DEFINITELY bent forward at the crown. Damage like this comes from jumping curbs and similar abuse. This is a good example of a low end transportation model with a frame made of "gas pipe" tubing" with pressed forkends and so on.

Trying to straighten those forks would more than likely damage them worse than they are and could result in catastrophic failure in use if they don't crack while being worked on.

I've seen it happen on bikes like this in the 1950's.
