Interesting bike. It could be an early 60's model. Keep in mind that just about all Italian bikes of the era would have had Campagnolo components, not necessarily top tier.

89 Euros isn't bad. The seller doesn't say if he's willing to ship to the USA.

I'm not sure about the 60's, but in the early 70's in the USA, "midget" racers were required to use bicycles with 24" wheels. My bike was a hand-me-down old 5 speed, probably with steel cranks, that we fitted narrow aluminum clincher wheels on, and chose the maximum allowable gearing.

The top tier (nationals level) racers had some very nice bicycles, including 24" sewup tires, I think.

Those fat tires look a little odd. Cyclocross bike?
