Instead of Boeshield, I'd recommend J.P. Weigles Bicycle Frame Saver Rust Inhibitor. It won't clean up existing rust; however, it will prevent further rusting as it blocks off the oxygen needed to create rust.

If you want to clean up any rust that you can reach, you could try a rifle cleaning kit.
