There are several Vactan-like products which use the rust to form a protective coating instead of just removing it. Loctite rust converter is one example; they all work in roughly the same way.

Thanks for the excellent advice from both of you. I'm getting to build the bike up and obviously wanted to deal with the rust before installing the headset.
