Inner-tube will work, but I think that plastic bottle works best of all. It is solid enough, so it does not wobble by the wind, and if you jump off high curb, it is elastic enough not to be broken. It costs nothing and easy to make, so you do not worry if it is damaged.
The only one disadvantage is the look, but for me functionality is way more important.
