run of the mill threaded type Headset .. Press fit cups

the Shop "rocket tool" will knock out the cups in 30 seconds time ,
once you take the fork Out. Its the fork steerer that is threaded you need 32MM headset wrenches 2.

Head Cup Remover | Park Tool

then you need to remove the crown race from the fork .. Buy a new headset when back from the Powder-coat shop.

may be have a Bike Shop with their tools do it if you dont want to make a Tool Investment.
I'dat least get the headset wrench [1 & a 12" crescent wrench will Do, (top nut wide, adjustable cup thin)]
