That's a Nervex bottom bracket shell, but that's all I'm willing to venture without more information. Is it metric thread? If so, likely French manufacture. Looks like a cottered spindle in the bottom bracket. What do the faces of the cups look like?

Elsewhere, what are the head lugs, fork crown, and dropouts? Any chrome or remnants of chrome?
