Looks to be the case, yes. If you want it to be under 15 pounds, it's single speed. If, however, you're OK with more weight there are gearing options. But once you decide to go with gears, you're adding about 5 pounds minimum. Perhaps if they decide to do a derailleur version the weight jump won't be so large.
