Heard from the builder that he remembered building quite a few frames with the narrow fork, but unfortunately he didn't recall where the hubs came from...so there must be some other examples out there somewhere.

Okay, I did some sleuthing around, and...
It looks like
Moulton makes, or at one point made, a 70mm O.L.D. front hub.
This website claims to sell them, though I cannot vouch for the website. I also found an auction on eBay Ireland for a
Hope Mini front hub, but I couldn't find any reference to such a thing on the
Hope website.
Sheldon Brown's website also suggests that there were a couple folding bike makers using 70mm O.L.D. front hubs. If you can find any of those, you can probably fudge the 1mm difference.
