On my tri bike, I use an XLab Mezzo Cage Pod. I squeeze two tubes, two CO2 cartridges, two tire levers and a pump into it. The road bike gets a standard bag mounted below the saddle and carries a couple extra tools in addition to what I carry on the tri bike.
