+1 to depends on the brake levers. Assuming it has original 70s levers then stick with non-aero routing. Routing cables from non-aero levers under the tape looks strange and almost always requires sharp bends in the housing which compromises brake performance to some extent.
The Schwinn example above looks silly and uncomfortable to me.
Route the cables over and behind the bars.
