cable routing
Should brake cables go under the bar tape? Does it matter. Sure has a cleaner look when under. Got a 70's Gitane I'm making servicable. Advice please. Thanks

If you have aero levers, certainly, when the cable exits the levers on the side. If the cable exits the levers on the top, no.

Depends on what kind of levers you have:
'aero' levers have the cable exit from the rear, and the housing goes under the bartape
'traditional' levers have the cable exit from the top, and the housing does not go under the bartape

here's my non-aero Modolo levers

here's my daughter's Tektro aero levers with interruptor levers and bar-end shifters - brake cables wrapped, and shifter cables loose at the bend

My buddy's Dahon Tournado came with the same shifters and levers as my daughter's bike, but also wrapped the shifter levers full under the bar tape - I think it makes a mess at the stem and constrains the shifter cables

Someone's got to have the pix of people trying to route cable from non-aero levers under the bar tape.
Don't do that- it looks stupid and it makes it hard/impossible to brake from the hoods.

He's probably going for the maximum dorkiness factor, there. Most bike mechanics I know have a pretty playful sense of humor when it comes to their older bikes.

+1 to depends on the brake levers. Assuming it has original 70s levers then stick with non-aero routing. Routing cables from non-aero levers under the tape looks strange and almost always requires sharp bends in the housing which compromises brake performance to some extent.
The Schwinn example above looks silly and uncomfortable to me.
Route the cables over and behind the bars.
