They have to be talking about that stretch generally west of New Paltz, from the bridge over the Wallkill River to 44/55. There is little if any shoulder for most of that, particularly west of Albany Post Rd (Butterville Rd) heading west toward the mountain, a very popular but hairy stretch of road for cyclists.
Cars like to fly through that stretch, including myself heading to and from Mohonk, but at least I'm considerate enough to slow down when I see a cyclist because I'm aware of the dangerous passing situation trying to get around a cyclist while avoiding a head on collision with cars coming from the other direction. It's a long overdue improvement they're proposing, as that is a very busy stretch on the weekends.
As well, plans have been approved and are in the works for extending the rail trail (MUP) from its current terminus in Highland all the way to Mohonk/Minnewaska. I hope I'm not too old to ride by the time that happens.
