It looks like a road with enough hardpack that you could technically do it on 23s, but I don't think it would be pleasant or fast.

I wish they would make the same tire in smaller sizes, they could easily make a 30mm slick around 260g to match 25s.
260g 30mm road tires do exist, i.e. the extralight option for
these. I'm not sure about tubeless or tubular options, though.
