Wear a supporter. Standover is measured from your pubic bone in bare feet straddling the frame. If you can lift it one to two inches then the stand over is acceptable. For cycle cross and MTB bikes you might prefer more, as much as four inches, due to the possibility of dismounting on uneven terrain.

Cycle cross bikes and MTBs generally tend to be long in the effective top tube for a given seat tube height because of the need to have a relatively low top tube. This is not the case with roadies, if your "appendage" is touching the bar then put on some supportive underwear, geeeezz guys.
