No. It is not wrong-of-you. I was enraged when I brought my C&V frame home from the powder-coater's (with a short stop at LBS to put the headset back on). The seat-tube decal was torn at the edges, and the tube finish was scuffed where the workstand had come in contact with it (3"-long section). I tried waxing it, but to no avail. Like you, the frame was new (to me, anyway).
Send them a nasty letter and never go back. Review them on Yelp and Google reviews. It's the only way they'll learn
