Most things that used to be celluloid changed over in the 50s and 60s to more modern polymers. I remember selling Bluemels in the 80s and I'm pretty sure they were not celluloid anymore. If I had to guess I'd say they were ABS.

FWIW at that time Esge fenders with the laminated construction were much better functionally. Nowadays SKS Bluemels style fenders are made with the construction method of Esge, and look (more or less) like Bluemels. Best of both worlds. All that's missing is the cool colors and the gold Bluemels script logo.

OT but ping pong balls are still celluloid AFAIK.
