What an utterly horrible, waiting to fail design. Common sense would tell you that there is quite a bit of stress on the welds. If that outer most tube that has all of the internal welds gets damaged, especially dented, he had better be prepared for that frame to fail catastrophically. He will either do a face plant or go the other way, so I hope he isn't riding that thing around too much!
