Cannondale used to put something similar on their AA thru CC ST touring frames. Sugino? Suntour? Was a sealed cartridge bearing body with threaded adjuster ends and lockrings on both sides. Made it easy to adjust the chainline. Years ago I even rebuilt one with aftermarket sealed bearings...
