Yep, it doesn't make sense. Virtually all front bags & racks are
smaller than the rears'. I heard people argue that's because you should but dense stuff up front, but I've never seen a pannier manufacturer state this.
Personally I pack for convenience and pay no attention to weight distribution. I've never experienced any issues because of weight distribution.
