If the over lock-nut distance (OLD) is the same on the hubs, if the new 32mm tires are no larger than the old 32mm tires, you have released the brake cable tension (lever on Shimano, shifter button on Campy, etc.) and have the RD out of the way you must be able to see where it is binding up, where is it too tight?
