That locking piece in the middle looks pretty neat.

A pannier I bought in Europe a couple years ago uses those same hooks, but only has a velcro strap in the middle instead of a locking piece like you have. But I do not tour with that pannier, it has not fallen off yet. But sometimes I forget to un-hook the velcro strap and I pull the pannier off the rack with slightly more effort than would be needed if the velcro was not there, the velcro really does not do a very good job. That said, a bigger piece of velcro could be made to work well.
