Hmm, well worst case I'll just get the Lone Pines. REI seems to have some sort of Klickfix replacement kit, maybe I'll swing by there and see if they actually latch or not (can't really tell from the picture, or if the picture is even complete).

I dug through their 2017 catalog, seems that they have been replaced at some point by the Modul-rail and Vario hooks: Axiom Cycling Gear (yes, Axiom is the right link, they are detailed much better there).

I have a set of Axiom bags with the "Vario" system. Those hooks alone are not locking but they are adjustable for a snug fit. A middle tab is included that rotates under the rack rail to lock the bags in place. The twist hooks would work better as an add-on if you can find them at Velo-Fred or those from Lone Peak. That said, if you ordered the Vario hooks it would likely include the center locking tab...

A pannier I bought in Europe a couple years ago uses those same hooks, but only has a velcro strap in the middle instead of a locking piece like you have. But I do not tour with that pannier, it has not fallen off yet. But sometimes I forget to un-hook the velcro strap and I pull the pannier off the rack with slightly more effort than would be needed if the velcro was not there, the velcro really does not do a very good job. That said, a bigger piece of velcro could be made to work well.

Does anyone make generic pannier retention clips? I have a set of the Nashbar waterproof panniers. I like the bags, they are voluminous and hold out the water, but the clips are absolutely atrocious, as they are simply an open hoop held on by a bungee strap. After losing a bag on a relatively tame trail at the park this weekend, I'd like to just replace the clips with something that closes, so the bag can't go tumbling. They need to go onto a 10mm rack tubing.
I see that Ortlieb sells replacements, but I don't really want to add the rail if I can avoid it. Something like this would probably be perfect, but they are no longer available: https://www.bikebagshop.com/lone-pea...et-p-1675.html

Anyway, I'm not home to take a photo but I use the S-Biner Microlock from NiteIze. $5 for a 2-pack at REI. One loop goes through the eyelet of the hook and the other loop onto the rack.
Works great fro a cheap fix and easier to remove the panniers still.

I've never had issues with these panniers coming off. I think every time they've come off is because I kicked them.
NiteIze makes a ton of carabiners, S-hooks etc so check out their website or REI. Depending on where you live, Fred Meyer has a large selection of them too. The package opens without tearing so easily returned if they don't work.
Edit: I see you're in Michigan. Fred Meyer is probably known by it's parent company Kroger out there I assume.

I have that locking system on my Axiom bags and it's fine for locking the bag onto the rack preventing it from jumping off due to vibrations or bumps but I'm not sure it's strong enough on its own even mounted in pairs to hold my bag and its heavy content on in the first place.
