A bit of conformal coating on the board and solder joints can only help. Maybe a bit of RTV to seal up the housing will help too?
The board is fixed by now, but I will take and post the pictures of the board anyway. I benefited myself from the older thread, with some photos, and the news there that somebody successfully opened and fixed that light.

Indeed, the capacitor charges only for one of the polarities applied to the external terminals. I was quite surprised seeing that the LEDs of the Toplight came on while the board was being soaked with water for cleaning, using up the charge left in the capacitor. Whether or not the operation is compromised by humidity depends on the currents used for control - low current operation is sensitive and high is not.
