As for the neutral review of the vendor I have been giving it some thought. I'm thinking of giving them 3 stars because the item did arrive on time. Deducting one star for the fact that it was used, another star for the crappy packaging. I wish I could give them 2.5 stars, but 1/5 stars are not an option. However, if the vendor sends me some nasty email (like one did a few months ago when I gave him a bad rating for shipping me a really rough, worn, wrinkled comic book he had listed as "new" condition -definitely not collector quality; virtually unreadable as the pages were so yellow and faded - he sent me a scathing letter bordering on a threat), then I'll lower the star rating.
IMHO, a vendor that ships a used product as new deserves ZERO stars and negative comments. For me that's fraud. Returned products are supposed to be sold as "scratch and dent" or with some disclaimer, and a full accounting of the condition.

They do this because it's a numbers game. Only a certain percentage of products will be returned, while a great majority of people either won't notice or won't bother to return it. This is how they get rid of those returns after somebody figures out their new handlebars won't fit through their stem, but scratches it up trying.

So for me, I don't care at all how quickly they shipped it or how nice their emails are. If I bought a new part and I got a used one, where I come from we call that a "scam".
