If it is a Moser, it's an old one. The cable clips on the top tube and above-the-bb shift cable routing indicate that much. And the decals are of an older style than the Mosers I've seen (usually mid-80s or later).
The chrome fork crown is classy.

Can you show a focused, zoomed in pic of the head badge?
Same for the rear derailleur; I can't tell if the dropouts are forged (high quality) or stamped (low quality), and whether the derailleur is mounted via a claw or not.

It looks like it has some later components, like aero brake levers. Is the RD a Shimano 600 tricolor? What crank is that?
