I've been looking at a lot of F. Mosers, lately, and I've never seen one that looks like this. Things this bike has that I've never seen on an F. Moser: both chainstays painted (versus chrome), no braze-on top tube cable (housing) guides, no shifter(s) braze-on bosses, strange fork crown, no M pantograph on downtube lug, no braze-on cable guide stop on right chanistay and no water bottle cage braze-on bosses on downtube.
I'm no expert, but I'd say there is little chance of this being an F. Moser. Look at the top of the seat stays. if it is not pantographed Moser, then it is not a Moser.
Like Spagh, said, the decals are ill placed: The owner actually tore a (top tube) Prestige award decal in half and put half on the headtube and half on the forks.
That's not saying it isn't a good bicycle. Maybe it is.
Try to post some close up photos of the underside of the bottom bracket, fork steerer tube, lugs and any other identifying characteristics.
