I'd be willing to fix that on free bike. Then again I like doing that kind of thing. You might want to check the department store for cable housing and cables. I find them much cheaper than LBS. I would think the right ones for a 90's Schwinn would be common. I rarely do kick stands on resale bikes though. Some people don't want them. If I'm keeping it that's completely opposite story.
