I spoke to November Bicycles and this is what they recommend:
24/28 HED Belgium+ rims with Bitex hubs and CX Ray spokes
FSW3s at $575. Same Bitex hubs as the HED build, but with a deeper, slightly narrower, and slightly heavier but more cost effective rim.
RFSW3s. Same hubs and spokes as the other two with a new rim that is beautifully built (very nearly as well built as HED rims, which are regarded by most as nearly perfect alloy rims) and has a very effective aerodynamic shape.

I don't know anything about any of these options, or what (if anything) I should ask, swap out, etc.
