Yes.

If you're going to adjust it, I'd suggest pulling the lever while doing so, then release the lever after turning the screw to check its position. That way, the rotating screw isn't grinding away at the lever. (Same goes for derailleur limit screws. Don't turn 'em while they're engaged.)
