I reiterate---you need to use as much light as you need to ride safely. For some folks that is superbright headlights and blinkers---in the daytime.

On bright moonlit nights on open roads where I can see as well as I could with lights on on the tree-canopied, pitch-black portions ... I use enough light to operate safely. Why would I do anything less?
