Those are correct, I've worked on a few of those and the mount is keyed so it will only fit the fork one way unless you go to the trouble of filing out the key and the cables exit to the front. I have a newer Free Spirit (1980's) with early Shimano indexed stem shifters, I had it apart to service the headset and replace the drop bars with touristers
and that is how the shifters are positioned on it.
