Charleston tends to be high priced for South Carolina. Budget is high if it is a bike he wants to ride around campus (theft magnet). I have found good bikes on the Hilton Head Island C/L along with the Columbia, SC C/L. Columbia also has a co-op. I would contact them and see what they have.
Seat post in a fixed position = seized in place, forget it.
