I don't know your headset well enough to form a reliable opinion based on the photo.

However, the one part you would definitely be missing is the crown race which was pressed onto the fork. Odds are both frame cups are still there, so you need to look for the two bearings, ant the various parts ofor the upper stack. (If this is a cartridge bearing headset, odds are the two bearings are still safely in the frame cups.

I suggest you email Cane Creek, and they'll probably be able to send you the crown race, and whatever other parts you're missing, if any.
