Thanks for the help everyone. Doesn't look like I have enough pieces to salvage this headset (maybe the spacers can be reused). I think I'm going to get a cheap, unappealing replacement fork, and a decent headset replacement. Should be able to get away with it on the cheap. That combined with some serious diy theft deterrents should get the job done. I can't see someone taking the time to dig out a ball bearing, or cutting a chain just to take my saddle...at least they shouldn't have the time where I'll be parking it from now on.
