Your choices, buy a frame with 130 spacing and go with the cog and spacer kit for the wheels. You will most likely need a chain tensioner or eccentric bottom bracket if it doesn't have horizontal dropouts.

Buy the frame and find a different set of wheels. Zipp and others make carbon wheels for track bikes.
