Fillet brazing and components say it is a Sports Tourer, whether by its paint or the catalog, it "should" be or not. You'll probably never know why it was painted a Varsity blue.
Maserati in the background looks solid. When you do post photos would you shoot the underside of the bottom bracket, the stay/seat tube cluster, and the stay bridges please? Is there any serial number?
