I worked on it for an hour with some smaller posts, frame blocks, and one of those tapered seatpost sizing mandrels (kind of like the ring-sizer that jewelers use) and was able to get it to the point where a 26.8 post slides in easily. A 27.0 might work but I don't yet have one to try. I don't think I'll be able to get it back to the original 27.2 but I'm pretty happy with the progress.
One thing you might try is to slip a wedge-type quill stem in there with a shim to take up most of the gap, and then tighten the bolt to "jack" the tube walls back out. I tried it for the first time recently, working in small careful increments, and was impressed.
