One thing you might try is to slip a wedge-type quill stem in there with a shim to take up most of the gap, and then tighten the bolt to "jack" the tube walls back out. I tried it for the first time recently, working in small careful increments, and was impressed.

Interrogativo -

in this image of the bicycle's bottom bracket fittings there appears to be a small recessed area on the outer face of the adjustable bottom bracket cup at about one o'clock. it looks to have three characters inside it. are you able to make them out Brent?

Yes! "Floor mop paintjob" perfectly described the carnage that was wrought upon this poor bike by the seller.

Mr. Kinski, with his dobermans and shotgun, was not universally loved in this community.

Your old friend is one of the two nicest, most honest bike shop proprietors I have ever met!

I could only make out two letters "AM" which I believe is Agrati

It must be Agrati, assuming Otto used the same brand for the spindle, cranks, and BB cups. (As you may have noticed, he was a big fan of Italian components for his Austrian frames.)
