That's not a reliable indicator. My 1963 Jack Taylor Sports has under-BB cable routing (a cable eye) for the rear derailleur cable. At that time and at least as early as 1960, because it's shown that way in the 1960 version of the catalog, the Sports model was available as a single speed or 5 speed derailleur, so no provision for front derailleur cable routing.
