Your handlebar is currently in a crazy position. It is turned up high, and the levers are mounted low relative to the bar. Generally the tips of the levers meet a line parallel to the bottom of the drops, and your levers are well below that.

I'm not surprised the drops are useless. That's a soup sandwich.
