This is true in some LBS's but not all. I know some shops that would have fixed this $45.00 dollar job in 10 minutes or less under warranty. The LBS I purchased my Bianchi fixed lose cables this summer for nothing and left me speachless.
Generally I support my LBS. I try to give them as much business as is reasonable and don't mind paying extra on some items. As cyclists we need them. I just thought I'd throw my 2c in as I have been bashed many times on all of the forums for buying a "POS" bike from an online seller.
