I agree w/Retro. Is there a cyclist in your neighborhood?

Are you able to connect the pump to the valve stem? Does that part seem to go ok? Are you then able to operate the pump, and can you hear air being pushed into the tube?

There have been times when I've damaged brand new tubes by inadvertently putting holes into them while putting a tire back onto a rim. You might check for that.
