I don't know much about what a bike shop owner looks for in a wrench, but in IT experience speaks far more to employability than certs. (except for some very difficult to get certs such as a CCIE, which you should have some experience before attempting anyway) If you don't have experience, then the certs may get you an interview for an entry level job. I would say put the $500 toward purchasing an e-bike kit and an old mountain bike and get your hands dirty. There are a lot of online resources for learning how to work on an e-bike.
