No.
The base vehicle was only meant for for one adult rider. Having a padded rack added by the owner doesn’t change that.

Do you think fitting a sturdier roof rack to a car, or a bigger trailer hitch would double the legal carrying capacity of that vehicle?

It’s rare, but it does happen. I’ve seen it once.
Act stupidly and/or annoyingly enough and an officer may choose to treat you to the full attention of the law.
Refusing to stop giving another adult a ride when requested will do it, and resulted in a fine.
