To my eye, that's just a generic piece of tubing with a couple holes cut into it. It might point to a builder but it's nothing I recognize. The lugs look like standard Bocama to me.
What makes you think it's Swiss? Can't be the BB thread, because Shimano never made a Swiss thread BB for AX, only British, French, and Italian. Swiss thread was all but dead by the time AX came out.
